69 Garissa Prisoners Released to Serve Community Service as Part of Nationwide Judiciary Reforms

A total of 69 petty offenders have been released from Garissa Medium Prison. They will serve the remainder of their sentences through community service. The move is part of the Judiciary’s nationwide reforms. The program aims to decongest prisons and promote rehabilitation. It allows inmates to complete their sentences while contributing positively to society.

Kitui High Court Lady Justice Gitari Lucy Waruguru led the release exercise. She addressed the prisoners and urged them to obey the law. She told them to respect local authorities and follow their release conditions. She warned that anyone who fails to report to their assigned community service station will be rearrested and returned to prison. Justice Gitari said the program teaches accountability, discipline, and smooth reintegration.

Not all prisoners qualified for early release. Eleven inmates were denied freedom. Parents, complainants, community members and local chiefs raised concerns. Justice Gitari said public safety and community trust remain priorities. She stressed that rehabilitation cannot compromise security.

Garissa High Court Presiding Judge John Onyiego spoke to the communities. He urged them to welcome the released prisoners. He said they should avoid stigmatizing the offenders. Social acceptance is crucial to reduce repeat offenses. He encouraged leaders and residents to support the prisoners in their assigned duties. Cooperation, he said, strengthens social cohesion and public safety.

The release of 69 offenders reflects broader Judiciary reforms. The program balances justice, rehabilitation, and social reintegration. Allowing low-risk prisoners to serve sentences in the community eases prison congestion. It also promotes productive engagement. Officials said similar initiatives are ongoing across the country. The reforms aim to modernize Kenya’s correctional system, protect citizens and give offenders a chance to contribute meaningfully while completing their sentences.
