Elon Musk’s Starlink Banned in Uganda Ahead of 2026 Elections Unless Approved, Tightening Control Over Internet Access

Uganda has banned all Starlink technology imports just weeks before the January 2026 elections. The Uganda Revenue Authority (URA) now requires written approval from the Chief of Defence Forces, General Muhoozi Kainerugaba. Without this approval, no Starlink equipment will be allowed into the country. The move has raised concerns over government control of digital communications during a sensitive election period.

An internal URA memo dated December 19, 2025, explains the new restrictions. It targets Starlink gadgets, communication devices, and related components. The memo was signed by Asadu Kigozi Kisitu of the Customs Compliance Department. It instructs customs staff to block any Starlink imports without clearance from General Kainerugaba. The directive, referenced as CUS/CCD/9.5.2, takes effect immediately at all ports and border points.

The timing is significant. Just 24 days before elections, the government is restricting technology that cannot be switched off through conventional means. Starlink’s satellite internet works independently of local infrastructure. Critics warn the ban could limit independent communication. Businesses, media, NGOs, and citizens may face challenges accessing reliable internet. Social media users compared it to the 2021 elections, when authorities shut down the internet nationwide.

The memo does not give a public reason for the ban. However, it clearly aims to control access to a platform that bypasses state oversight. Any Starlink import must have Chief of Defence Forces approval. Without it, shipments will be blocked.

Meanwhile, Starlink continues to grow in Kenya. It added 2,045 subscribers in three months to September 2025. Its total customer base reached 19,470. Despite this growth, Starlink holds less than 1% of Kenya’s fixed internet market. Safaricom, Jamii Telecoms, and Wananchi Group remain the market leaders. Uganda’s ban could similarly slow satellite internet access during sensitive election periods.
