Geoffrey Mosiria Moved from Environment to Citizen Engagement in Sakaja’s Nairobi County Reshuffle

Nairobi Governor Johnson Sakaja has reshuffled county leadership. Several County Chief Officers were moved to new roles. The changes were announced on Tuesday under Section 45(5) of the County Governments Act, 2012. This law allows the governor to reassign officers to improve efficiency.

Geoffrey Mosiria, who had been active in the Environment docket, has been moved to Citizen Engagement and Customer Service. He will now focus on improving how residents interact with the county. The move aims to make services more accessible and responsive to the public.

Hibrahim Otieno takes over the Environment docket. He previously managed Nairobi County’s Medical Facilities sector. Sande Gyolo will now lead Medical Facilities. The reshuffle aligns officers’ skills with new responsibilities to improve results.

Other changes include Clement Rapudo, also known as Clemos, moving from City Culture, Arts and Tourism to Smart Nairobi. He will manage ICT services and e-government solutions. Godfrey Akumali moves from Business and Hustler Opportunities to Housing and Urban Renewal, swapping roles with Lydia Mathia. Wilson Gakuya, previously at Smart Nairobi, now leads Digital Economy and Start-ups.

Machel Waikenda keeps the Mobility docket and adds acting responsibility for ICT Infrastructure. Zipporah Mwangi moves from Citizen Engagement to City Culture, Arts and Tourism. These changes aim to boost service delivery and strengthen leadership across the county.

County officials said the reshuffle will help optimize talent. Officers are now in roles that match their skills. The changes take effect immediately. Sakaja hopes the new assignments will ensure better services and stronger governance in Nairobi.
