“If you act as a terrorist, you should also be treated as terrorists,” EU Moves to Label Iran’s Revolutionary Guards Amid Deadly Crackdowns

The European Union is set to designate Iran’s Revolutionary Guards (IRGC) as a terrorist organisation following a brutal crackdown on nationwide protests. EU foreign policy chief Kaja Kallas made the statement ahead of the ministers’ meeting in Brussels. She said the step puts the IRGC on the same level as groups like Al-Qaeda and ISIS.

The decision, while largely symbolic, sends a strong message of condemnation to Tehran. Thousands of people were reportedly killed during protests sparked by political and economic grievances. Iran claims over 3,000 deaths, mostly security personnel or bystanders killed by “rioters.” Human rights groups say the toll could be tens of thousands, including civilians killed by IRGC forces firing directly on protesters.

Alongside the designation, the EU also imposed visa bans and asset freezes on 21 Iranian officials and state entities. The list includes the interior minister, prosecutor general, and regional IRGC commanders. This move comes on top of earlier sanctions targeting hundreds of officials over past protests and Iran’s support for Russia’s war in Ukraine.

The IRGC, formed after the 1979 revolution to protect the clerical leadership, controls key sectors of Iran’s economy. Despite sanctions, Kallas said diplomatic channels are expected to remain open. The EU action follows France and Italy’s recent support for the designation. Both countries had been hesitant due to fears over Europeans detained in Iran and maintaining diplomatic ties.

French Foreign Minister Jean-Noel Barrot said, “There can be no impunity for the crimes committed.” He urged Tehran to release protesters, stop executions, and restore internet access for citizens.

The EU’s move matches similar actions taken by the United States, Canada, and Australia. While the terrorist listing may have limited practical impact since senior IRGC commanders and the organisation are already under sanctions; it signals growing international pressure on Tehran to end violent repression and respect human rights.

This step highlights the EU’s determination to hold the IRGC accountable. It also amplifies global attention on Iran’s ongoing crackdown and the plight of its citizens.
