Kenya is taking a hard line on idle projects. The National Treasury of Kenya is developing a new Economic Planning Policy designed to force ministries and agencies to stick to national development plans, including Vision 2030 and the Medium-Term Plan Four. The era of optional compliance may be ending.

Dr. Bonface Makokha, Principal Secretary in the State Department for Economic Planning, said complacency has slowed the country’s growth. “If a plan is like an advisory… even when you deviate nothing happens,” he explained. The policy will introduce enforcement measures, ensuring that failing to implement approved plans will carry consequences.
One of the most striking measures under consideration is budgetary penalties. Ministries and agencies that miss targets could see reduced funding in the future. Dr. Makokha said the move is intended to create accountability and improve execution. “When we have a policy that now allows a very uniform template in how things are done, this will be a motivation because no one wants their plans to be delayed,” he added.
The policy is also designed to strengthen links between planning, budgeting, and implementation. Delays in approvals and procurement have historically stalled progress. By providing a clear framework with enforcement rules, the government hopes to speed up project delivery, improve value for money, and restore credibility to public spending.
Officials acknowledge challenges remain. Funding delays, procurement bottlenecks, and shifting priorities have often undermined projects. The new policy will not only hold agencies accountable but also seek to address these systemic issues.
The initiative marks a significant shift in Kenya’s economic governance. Development plans may no longer be suggestions but binding commitments. Failure to comply could directly affect an agency’s resources and reputation.
As Kenya gears up to implement the policy, eyes will be on how effectively enforcement mechanisms are applied and whether stalled projects finally get back on track.
