A dramatic incident at the Diani Police Station has left many Kenyans outraged after a Dutch national, Elwin Ter Horst, was filmed spitting and hurling insults at police officers. The disturbing footage, which quickly spread across social media, showed the visibly agitated man shouting at officers before spitting saliva and mucus on one of them in a shocking act of disrespect.

According to police reports, Horst was arrested on Tuesday evening for causing chaos while under the influence of alcohol. He was expected to face multiple charges, including assault, malicious damage to property, creating a disturbance and possession of narcotics. However, further investigations revealed that he was in Kenya illegally, as his passport had already expired, prompting authorities to initiate his deportation process.
Msambweni Police Commander Robinson Langat condemned the incident, saying it reflected deep disrespect for the country’s law enforcement officers. “Kenya is not a playground for unruly foreigners. We respect all visitors, but anyone who insults our officers or breaks the law will face the full force of justice,” he said, vowing to ensure the offender faces both legal and immigration consequences.
Despite the mounting criticism, Horst later issued a public apology, claiming his actions were caused by mental distress and exhaustion. “I had a psychosis; I need my medicine. I did not have water and food for a long time,” he said, identifying himself as ‘Mufasa’ and pleading for forgiveness while expressing his wish to remain in Kenya.
Police sources, however, maintained that his apology cannot excuse such behavior. They emphasized that the law must take its course and that respect for officers is not optional. Horst has already been arraigned before the Kwale Court, where he faces a series of charges tied to the incident.
The case has reignited public debate on how foreign nationals behave while in Kenya. Authorities have reiterated that anyone, local or foreign, who undermines law enforcement or threatens public order will face firm and swift action, ensuring that Kenya’s dignity and rule of law remain intact.
