Nairobi Launches New Rules for Informal Developments: “Order, Safety, and Accountability”

Nairobi City County has launched the Regularisation of Unauthorised Developments Regulations, 2025. The new rules aim to bring informal buildings into compliance with county planning laws. Governor Johnson Sakaja urged residents to take advantage of the grace period before enforcement begins.

“If you know you have an unapproved building, this is your last chance to comply. Once the grace period ends, enforcement will follow,” Sakaja said. He stressed that the rules focus on order, safety, and accountability, not revenue.

The regulations implement the Nairobi City County Regularization of Unauthorised Developments Act, 2025. They provide clear steps for applications, technical reviews, professional accountability, public participation and enforcement. The framework will be sent to the County Assembly for approval and publication.

The system creates a structured process for residents and developers to legalise previously unapproved buildings. It prioritises safety, public health, and environmental standards. Public participation and easy dispute-resolution mechanisms strengthen transparency and accountability.

Built-environment professionals will be responsible for the accuracy of all submissions and remedial work. Informal areas will now be integrated into formal urban planning. This ensures all wards enjoy equal rights, safety and dignity.

Sakaja warned that targeted enforcement will follow for those who ignore safety rules or block public spaces. The county will launch an online dashboard to track applications, approvals and safety improvements in real time.

“This initiative replaces fear and uncertainty with order, safety, and dignity for residents and small businesses in informal developments,” Sakaja said. He added that every Nairobi resident deserves a safe home, a stable business and fair treatment.

The launch is a major step toward formalising Nairobi’s informal developments. It promotes orderly growth and protects residents’ welfare. The county aims to make Nairobi safer, more organised and equitable for all.
