New ICT Import Fees Proposal Sparks Concern as Kenya Moves to Tighten Control on Electronic Devices

The Communications Authority of Kenya has proposed new charges that could affect how electronic devices enter the country. The plan targets permits processed through Kenya TradeNet. This platform allows traders to submit documents and make payments in one place. If approved, every importer of ICT equipment will pay a processing fee.

The proposal was announced on March 16. It will affect importers, exporters, clearing agents, and licensed ICT players. These groups rely on the system to move goods into the country. The authority says the new fee will support its role in reviewing and approving imports. “The Authority hereby notifies all stakeholders… of its intention to introduce a Permit Processing Fee,” CA said.

Officials argue the process of approving ICT equipment is not simple. Each application goes through several steps. First, documents are checked. Then compliance details are verified. Finally, physical inspections may be done. This ensures devices meet set standards before entering the market. The regulator says this helps reduce the spread of counterfeit and unsafe products.

Several industries will feel the impact. These include telecommunications, e-commerce, cybersecurity, broadcasting, and courier services. Many businesses in these sectors depend on imported technology. The added fee could increase operational costs. Smaller traders may feel the pressure most. However, the authority maintains that quality control is necessary.

The proposal has now been opened for public participation. Stakeholders have until April 30, 2026, to submit their views. The consultation paper is available online for review. Industry players are expected to give feedback on the proposed charges and how they may affect business.

All responses must be submitted through official digital channels. The authority wants a clear and organized process. This will help avoid confusion and ensure all voices are heard.
