Sifuna Rejects Claims 10-Point Agenda Was Implemented, Promises Detailed Report

Nairobi Senator Edwin Sifuna has rejected claims that the 10-point agenda between ODM and the Kenya Kwanza administration has been fully implemented. He criticised the oversight committee, saying it failed to submit a final report by the March 7 deadline and only briefed a small group, calling the process a “charade.”

Sifuna explained that the agreement required progress reports every two months and a comprehensive final report. “What we witnessed yesterday was a shameful charade meant to trick the public that the MOU had been implemented. Nothing could be further from the truth,” he said. He added that the committee’s failure to present the report publicly contradicted ODM leader Raila Odinga’s intentions.

The senator also questioned the committee’s focus, noting confusion at a recent KICC event where attendees challenged the President on the report. He said any claimed 60-day extension of the committee’s mandate was unconstitutional. “Any purported extension of the committee’s mandate is unconstitutional, null and void,” Sifuna said. He stressed that the ODM Parliamentary Group has no authority under party rules to make such decisions.

Sifuna said the agenda’s implementation must be measurable. He cited unresolved issues including abductions, alleged extrajudicial killings, county revenue allocation, and respect for party identities. He promised a “true report” detailing each item, based on public consultations, surveys, emails, and review of government records.

He added that the committee spent its final days touring the country instead of engaging the executive, saying, “The resolution to the 10 agenda items lay squarely with the regime of President William Ruto. The committee should have been domiciled at State House.”

Sifuna said the report will be evidence-based and consultative, drawing from parliamentary proceedings, judiciary rulings, civil society feedback, and independent research. “What we are presenting is not something we just sat somewhere and created. It is scientific and follows a clear methodology,” he said.

The senator’s remarks reignite debate over accountability and transparency in government, emphasizing the public’s right to know the truth about political agreements.
