President William Ruto has received key recommendations on African Union reforms ahead of the Special Summit in Luanda, Angola, scheduled for November 26. The proposals aim to strengthen AU institutions, streamline operations, and ensure Africa is better positioned to tackle peace, security and governance challenges.

Ruto met with a high-level panel of experts, including members of the AU Governance, Peace and Security Panel, the High Representative on Financing the Union, AU Commission officials, Kenya’s Mission in Addis Ababa and senior Ministry of Foreign Affairs officials. The experts shared proposals on revitalizing peace and security frameworks, sustainable financing, operationalizing the African Court of Justice, streamlining the AU Assembly’s agenda, and categorizing Assembly and Executive Council decisions.
The panel highlighted the importance of reinforcing the African Governance Architecture (AGA) and African Peace and Security Architecture (APSA) to address both current and emerging continental challenges. Recommendations included repositioning Africa amid global shifts, revitalizing Pan-Africanism, ensuring sustainable AU funding, simplifying the Assembly’s structure and clearly categorizing decisions according to AU rules.
President Ruto underscored the urgency of completing AU reforms to build an efficient, financially sustainable Union. He called on Member States and all stakeholders to recommit to the reform agenda. The proposals will guide discussions at the Luanda Summit, where leaders will debate strategies for institutional transformation. The aim is a more responsive, united and development-focused African Union that can achieve Agenda 2063 goals.
